[pgpool-hackers: 110] Removing Changelog

Hi pgool hackers,

There is a file called Changelog. It was last updated last September,
way too outdated. The file was automatically generated from CVS. In
last December, we have migrated to git and the tool used for CVS
cannot be used anymore. However, we have been maintaing NEWS file,
which is much more human readable than Changelog.  Also there is a
nice git log available on git.postgresql.org if you want to take a
look at raw commit messages.

So I would like to propose to remove Changelog. Commnets, objections?
